School Board Vacancy, Area 1

As announced on December 1, 2020, by the Yolo County Elections Office, a vacancy was created on the Washington Unified School District Board of Education, Area 1, by the resignation of Trustee Norma Alcala following her election to the West Sacramento City Council.

The Board member vacancy will be filled by Board appointment. Beginning, December 19, 2020, and ending at noon on January 15, 2021, the Board will be accepting applications.

On Thursday, January 28, 2021, the Board anticipates meeting in an open session public meeting at 6:00 pm to review applications and interview the candidates. Candidates should make themselves available for this meeting. The Board’s appointment of the candidate to fill this position will take place at the January 28, 2021 Board meeting after discussion of candidates.

The District Office will continue to be closed to the general public during and after the winter recess (Dec. 21 to Jan. 5) in adherence to the latest COVID-19 guidelines. Candidates may either make an appointment to drop off their application materials or leave materials in the designated mail slot/box outside the District Office's main entrance labeled “Timesheets.” Staff will check the mail slot/box daily. 
 
All COVID-19 safety protocols must be followed when entering the District Office:
  • If you are sick, DO NOT enter. Use email or postal service.
  • You must wear a face covering.
  • Stay 6 feet away from people at all times.
  • Do not linger or gather. Drop off your materials and exit the building immediately.

Why is there a vacancy at this time?

The vacancy was created by the resignation of Board Member Norma Alcala following her
election to the West Sacramento City Council/the election of Board  Member Norma Alcala to the West Sacramento City Council.

What are the qualifications for serving on the Board?

A person must be a citizen of the United States, a resident of Washington Unified  School District, at least 18 years old, and a registered voter. To fill this vacancy, a  person must be a resident of Trustee Area No. 1. 

How do I apply for the position?

The Board of Education has determined that it will accept application materials which include a complete Qualification Form and Application.

What other information should I consider?

Serving on the school board can be a valuable and satisfying way to make a  significant contribution to the community. The Board, staff, parent, and student community have enjoyed a collegial relationship. As public officials, Board members do have to comply with certain restrictions not encountered in their private lives. For example, Board members serve with minimal monthly compensation for their services.  Election campaigns are completely separate from district activities and the candidate must fund the campaign with private contributions in accordance with the rules of the Fair Political Practices Commission.
 
Upon assuming office, a Board member must file a Statement of Economic Interest which is a public document that discloses the Board member’s financial holdings and other economic interests within the boundaries of the District (excluding a personal residence). Board members must restrain from Board activities which constitute a conflict of interest or which are incompatible with their role as Board member. 

If I am selected by the Board, when do I take office, and when do I run for election?

The Board anticipates making a selection on Thursday, January 28, 2021, at its regularly scheduled Board meeting. The appointment will become effective upon the Board of Education’s approval at the January 28, 2021 meeting, and the new member will attend his or her first full Board meeting after being sworn in on Thursday, February 11, 2021. During the initial 10 days after the appointment, the  Board must notify the community of the provisional appointment, including the name of the new Board member. The appointment will become final in 30 days unless a petition is filed with the Yolo County Superintendent of Schools requesting an election, in which case a special election will be called to fill the vacancy. 
 
After the appointment becomes final, the Board member will serve until November 2022, at which time he or she may run for election for a new four-year term in Area 1.
