MEASURE V CITIZENS BOND OVERSIGHT COMMITTEE

The purpose of the Citizens’ Bond Oversight Committee (CBOC) shall be to inform the public concerning the expenditure of bond revenues. The Citizens’ Bond Oversight Committee actively reviews and reports on the proper expenditure of taxpayers’ money for school construction. The Citizens’ Bond Oversight Committee is conducted by Section 15282 of the Education Code.
 
The Committee's Role is to:
  • Alert the public to waste or improper expenditure of school construction bond money.
  • Actively review and report on the proper expenditure of taxpayers' money for school construction. 
  • Ensuring bond revenues are expended only for the purposes described in the bond language.
  • Ensuring no funds are used for teacher or administrative salaries or other school operating expenses.
  • Receive and review copies of Bond projects' annual performance and financial audits.

Purpose

Purpose

State law requires the District to establish a Citizens' Bond Oversight Committee appointed by the District's Board of Trustees.
The Committee's role is to:
  • Alert the public to any waste or improper expenditure of school construction bond money.
  • Actively review and report on the proper expenditure of taxpayers' money for school construction. 
  • Ensuring that bond revenues are expended only for the purposes described in the bond language.
  • Ensuring that no funds are used for any teacher or administrative salaries or other school operating expenses.
  • Receive and review copies of the annual performance and financial audits of Bond projects

Members of the public may address the CBOC on topics on the agenda. Although, the CBOC, by law, may not take action at this meeting. Public comments may be submitted using the Public Comment Form no later than 12:00 p.m. on the day of the CBOC meeting to have the comment read for the record during the relevant portion of the meeting.
