On November 4, 2014, the citizens of West Sacramento voted to support the passage of Measure V. This ballot measure granted a $49million General Obligation Bond for the Washington Unified School District. A Citizens Oversight Committee will be established to monitor the District's utilization of the bond funds and report periodically to the Board of Education. Applications for the Oversight Committee were made available to the public in December, and a deadline for submission was set for January 12, 2015. Education Code 15282 stipulates that the Citizens Oversight Committee shall consist of at least seven(7) members who shall serve for a minimum of two years without compensation and for no more than three consecutive terms. While consisting of a minimum of at least seven members, the Citizens Oversight Committee shall be comprised, as follows:
  • One member shall be active in a business organization representing the business community located within the school district.
  • One member shall be active in a senior citizens organization.
  • One member shall be active in a bona fide taxpayers organization.
  • One member shall be the parent or guardian of a child enrolled in the school district.
  • One member shall be the parent or guardian of a child enrolled in the school district and active in a parent-teacher organization, such as the Parent-Teacher Association or School Site Council. Provided that at least seven members are appointed and that the required classifications are met, there is no restriction on the total number of members of the Citizens Oversight Committee.
The District received a total of sixteen applications from citizens that meet all of the necessary classifications for the Citizens Oversight Committee. The Board of Education will appoint a minimum of seven applicants to the Citizens Oversight Committee.
Purpose

State law requires the District to establish a Citizens' Bond Oversight Committee appointed by the District's Board of Trustees.
The Committee's role is to:
  • Alert the public to any waste or improper expenditure of school construction bond money.
  • Actively review and report on the proper expenditure of taxpayers' money for school construction. 
  • Ensuring that bond revenues are expended only for the purposes described in the bond language.
  • Ensuring that no funds are used for any teacher or administrative salaries or other school operating expenses.
  • Receive and review copies of the annual performance and financial audits of Bond projects
