EXPANDED LEARNING OPPORTUNITIES PROGRAMS (ELO-P) 

The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade.
Our goal in ELOP is to provide safe, quality child care and enrichment that is designed to enhance your child’s educational experience right on your elementary school campus.  We value working with parents, staff, and students at each site to support the classroom curriculum and instruction before and after school. 
 
ELO-P OFFERS:  
  • Program activities that foster the social, emotional, academic, and physical development of children.
  • Free enrollment is open to all WUSD students (TK-8) that qualify under the program requirements. Parents may complete the application for the National School Lunch Program to see if they qualify for free/reduced-cost meals.  If you qualify your child will be able to have their fees waived.

WUSD Expanded Learning Programs Overview

 
The After School Education and Safety (ASES) and Expanded Learning Opportunities Program (ELO-P) grants provide funding for children that attend WUSD schools to attend before and after-school programs at no cost to parents.  All TK-8th grade students are eligible to attend the expanded learning programs. However, state guidelines give priority to students who are in TK-6th grade and qualify as unduplicated pupils. 
The goal of the ELO-P grant is to provide a safe, engaging environment to motivate and inspire students learning.   
In collaboration with the City of West Sacramento, Champions and YMCA, Washington Unified School District offers after-school programs at the following sites:

Student Enrollment Guidelines  

The WUSD Board of Trustees has approved the following priorities for students to enroll in the WUSD Expanded Learning Programs: 

1.  Homeless or Foster youth.
2.  Students in 6th, 7th & 8th grades that attend daily.
3. Students identified in need of supplemental or concentrated support by LCFF.
4.  Siblings of enrolled 6th, 7th & 8th-grade students already in the program.
5. Students identified as in need of academic remediation or support at the discretion of the principal or designee.
6. Remaining K-5 spots will be filled based on first come first serve applications 
7. Remaining spots will be filled from the waitlist as they become available.

Expanded Learning Program Elements:
 
Attendance
The program begins at the end of the regular school day Monday through Friday and closes at 6pm.
State guidelines give priority to students who are in TK-6th grade and qualify as unduplicated pupils. 
There is no longer a required length of attendance per day. However, if your student did not attend school that day, they cannot attend afterschool.  Afterschool care may not be used for a drop in service. If your student has consistant absences from our program, we will make every effort to communicate with you before removing your student and replacing them with a family from the waitlist in need of care. 
 
Academic Support – Includes 45 minutes of daily academic support. During this time your child will be encouraged to complete their homework assignments. Staff will supervise and assist students and provide one on one help if needed. Students who do not have homework will have time to read a book or participate in other academic activities.
 
Enrichment – Enrichment experiences allow children and youth to explore, investigate, learn, and build skills that enrich educational, physical, and social-emotional development. Enrichment activities may include fine arts, character development through curriculum and play, nutrition education, etc. Enrichment components will be scheduled throughout the year and will follow a weekly schedule. Outside instructors may provide extra enrichment services to the students. 
 
Recreation - Recreation opportunities for students include arts & crafts, games, sports, clubs, and other special recreation activities. At least 30 minutes of physical activity will be provided daily. Other recreation activities may be scheduled for 2-3 times a week.

Do I have to apply every year for the expanded learning programs in WUSD?

Yes.  Parents/guardians MUST apply every year for the expanded learning program and is not guantreed enrollment based in the previous years status. This also includes all of the intersession programs that happen throughout the year.  Enrollment in one program does not mean enrollment in all of the programs.  This is practice that was approved by the WUSD Board of Education on January 9, 2020. Deadlines for enrollment are enforced due to high need.  

Do I have to submit an application for each of my students?

Yes.  Each child must have their own separate application.  Even though we ask if there are siblings attending the program, a separate application must be on file for each sibling to include birthdate, gender, and any allergies that are specific to the child.  If there is no application for a sibling, the sibling will not be able to attend the program.  

Which students are eligible to apply for the program?

All students who are WUSD students are eligible to apply for the program.  These students will be enrolled in TK-8th grade at one of our 7 elementary sites.  Students are able to attend the expanded learning program of the school they are attending in person. California State Preschool Program and SPED Preschool students are not eligible to apply for the program as they are not WUSD students.  For the intersession programs, the same rules apply and are for the current school year. If students are preenrolled, they are not eligible as they are not current students. 


When are applications released and how will I be notified when it is available?

Notifications of the application being available are made through the district's Catapult messaging system; the school administration's weekly messages; flyers sent home to students; flyers posted in the district office; posters on campus and are also made available on the website . Applications for the intersession programs are made available two months before the intersession begins and the messaging is the same as above.  DEADLINES ARE ENFORCED. 


How is enrollment determined for the expanded learning program?

Previously enrollment was determined by the priority enrollments that were approved by the WUSD Board of Education on Janary 9, 2020 (listed above).

 

However, in utilizing the ELO-P along with ASES SINCE 23/24 , THE CALIFORNIA BOARD OF EDUCATION ELOP GRANT REQUIREMENTS STATE PRIORITY ENROLLMENT TO FOSTER , HOMELESS AND UNDUPLICATED PUPILS IN TK-6TH GRADE ONLY. Once the spots in the program have been filled by the priority enrollment students, the remaining spots are chosen based on most recent application received to balance the remaining classes.  Any application received after the application deadline is automatically placed on the waitlist. This list is shared with partners to further maintain throughout the school year. IF YOU FEEL YOU MAY QUALIFY FOR SERVICES / UNDUPLICATED PUPIL STATUS- PLEASE BE SURE TO FILL OUT THE FREE & REDUCED MEALS APPLICATION THROUGH FOOD SERVICE. 

 

 

How do I get notified if my student is enrolled or on the waitlist for the program?

Students will be notified by the deadline that is stated on the application.  Deadlines are on Fridays and notifications will happen on the first business day after the deadline (Monday or Tuesday if Monday is a holiday).  The notification will come from either the site leader (for the academic school year) and from the After School Programs email (for the intersession programs).  Please ensure that you have the contacts saved so that messages do not go into your junk/spam folders.


Why is my student on the waitlist?

Your student may be on the waitlist because there are not enough spots in the program for the number of applications received or, you did not meet the enrollment deadline.  If the application is submitted before the deadline, your child is placed BASED ON ELOP GRANT REQUIREMENTS OF UNDUPLICATED PUPIL STATUS with additional spaces filled based on FIRST COME - FIRST SERVE.  If the application is submitted after the deadline, the application is automatically placed on the waitlist as stated on the application.  


How is the waitlist organized?

The waitlist is organized by grade level and also in the order the applications are received. This list is subject to change based on priority status. 


How does my student get off the waitlist and enrolled into the program?

As spots open up in a grade level, families are contacted in the order the applications are received from our 3rd party on site partners.  For example, if a spot is available in second grade, the site leader will contact the family of the first second grade student on the list.  

 


How long does my child need to attend the program?

 If students leave early, - anytime before 6pm  the parent/guardian is required to circle one of the early dismissal codes and write in the time out for the student. This is a requirment for our grant compliance and needs to be made a regular sign-out habit for families. 


My student participates in extracurricular activities that occur during the expanded learning program.  Will my student be removed for attending these activities?

NO- Your student will not be removed from the program as long as there was preapproval for the parallel program.  Parent/guardians will need to fill out the Google form for Parallel Programs prior to the activity starting.  These acitivies can be tutoring, outside resorces, ongoing medical appointments, sports, community school partnerships etc. But. you will need a form for ANY acitivty that requires your student to be away from program during the designated hours of care.  The site leader will email you the link to fill out and you will state the date the activity starts and ends and what days/times you will be picking up your child from the program.  The site leader will then review the request and discuss any potential supports needed.  Once the parallel program is over, the student is expected to attend every day of program.  If students are getting picked earlier than the request states, that will count as an early dismissal.   


My child is enrolled in the expanded learning program at a school but I voluntarily transfer them to another school within the district during the school year.  Is my child automatically enrolled in the expanded learning program for the new school?

No.  Your student is not automatically enrolled in the new school's expanded learning program.  The parent/guardian will need to fill out an application for the expanded learning program at the new school site for each child and will be placed on the waitlist based on space.
