A public hearing was held on June 27, 2024, for the 2024 Developer Fee Justification Study and the Proposed Statutory Level 1 Developer Fees. Pursuant to Government Code section 66016(a), prior to the District approving an increase in an existing fee or a new fee, the Board must hold at least one open and public hearing during a regularly scheduled meeting. The maximum Level 1 developer fees a school district may charge are set by statute.  Statutory Level 1 developer fee rates are set by the State Allocation Board (SAB) every two years or even years.  
 
In February 2024, the SAB increased the allowable maximum Level I developer fee on residential development from $4.79 to $5.17 per square foot of assessable space and on commercial/industrial development from $0.78 to $0.84 per square foot of chargeable covered and enclosed space.
