The Washington Unified School District’s Board of Education recognizes that District facilities and grounds are a community resource and authorizes their use by community groups for purposes provided for in the Civic Center Act when such use does not interfere with school activities.  All school-related activities shall be given priority in the use of facilities and grounds under the Civic Center Act. Thereafter, the use shall be on a first-come, first-served basis.
 
Washington Unified School District is pleased to announce a new online facility request and rental system designed to provide a positive user experience for all. With the new system, reservation requests can be submitted easily and will be handled more efficiently. Renters will be able to access photos and descriptions, see real-time availability, get estimated quotes and pay online.
 
As of February 10, 2020, the District has transitioned to Facilitron for Facility Use Requests for all of the school sites with the exception of River City High School which will instead go live on May 15, 2020.  All external Facility Use Request for River City High School will continue to use the paper process that the District has used to date.

K-8, Bryte and Yolo Facility Use

Such sites include Bridgeway Island, Bryte, Elkhorn Village, Riverbank, Southport, Stonegate, Westfield Village, Westmore Oaks, and Yolo.
 
Although the process of requesting/approval/management of facility use is now digital, what’s implemented on Facilitron, remains the same as dictated by Washington Unified School District’s board policies on facility use.  The district’s administrative staff makes final decisions on all facility use requests. 
 
Facilitron will assist with the set-up of organization and user accounts along with verification of non-profit status (if applicable). Facilitron will also collect payment and proof of insurance (certificate of insurance) on Washington Unified School District’s behalf.  Payments can be submitted conveniently on Facilitron. Payment options include major credit cards, checks, ACH/eCheck, and Paypal. Proof of insurance (certificate of insurance) can also be conveniently uploaded into the system, and/or it can be obtained directly through Facilitron.
 
The new Facilitron system is now live for most all District sites.  Moving forward, the only way to request use of a district facility at one of the aforementioned sites is by creating a Facilitron account and submitting a request online. Please click here to set up an account and make a request. RCHS Facility Use

APPLICATION FOR USE OF RCHS FACILITIES

Any persons applying for the use of any school facility or ground on behalf of any society, group or organization must provide the following documentation:
The Application and Permit for Use of Facilities must be signed by an authorized representative of the requesting organization and must certify that the organization assumes full responsibilities as noted on the application and, if signing for a group or organization, shall present written authorization from the group or organization to make the application.
 
Please note you must have the approved Facility Use form on you at all times when on site.
 
Persons or organizations applying for the use of school facilities or grounds shall submit a Statement of Information indicating that the organization upholds the state and federal constitutions and does not intend to use school premises to commit unlawful acts.
 
The Application and Permit for Use of Facilities must also be signed by the site administrator on which the facility being requested is located.  See the Facility Use Coordinator list for the contact information of each site coordinator.  The application cannot be submitted electronically (e-mailed) and must have the above documentation provided before they will be considered.  Applications are submitted to the Elaine Stall at the following mailing address:

Submitting this application does not constitute approval of facilities until it has been approved by the Assistant Superintendent of Business Services and an approved copy has been returned to the requesting individual, group, or organization.  The requisition should retain have a copy of the completed and approved application in their possession during the time of the facility use.  The Washington Unified School District reserves the right to cancel authorization for use of any requested facilities up to 48 hours prior to the event taking place.

FEES

The Fee Schedule is divided into three classes that may contain more than one group:
  • Class I – Free Use (District custodial and staff rates still apply)
  • Class II – Direct Cost
  • Class III – Fair Rental Value

A processing fee will apply for all reservations made through Facilitron.
 
NOTE:  Additional fees will be charged for extra maintenance service or damage to facilities.

Restrictions

RESTRICTIONS

  • Any use by an individual or group for the commission of any crime or any act prohibited by law.
  • Any use which is inconsistent with the use of the school facility for school purposes or which interferes with the regular conduct of school or school work.
  • Any use which involves the possession, consumption or sale of alcoholic beverages or any restricted substances, including tobacco use.
  • Facility rentals are not to be sublet to any other persons or agencies other than to the rental applicant.
  • No open flames including candles and fires allowed on school premises.
  • No tape or staples are allowed on any school surfaces.
  • Ice chests are to be stored outside only.
  • Public dances may not be held in school facilities.
  • The district may exclude certain school facilities from non-school use for safety or security reasons.
  • Generally, access to kitchens is not allowed due to the stringent health and safety codes that apply to school kitchens. If kitchen access is desired, please contact the Director of Food Services for additional information.
  • Applicable limitations shall be clearly stated in the facility use agreement to be signed by the user's representative. The district may exclude certain school facilities from nonschool use for safety or security reasons.

Turf Field Restrictions

  • No sports drinks
  • No sunflower seeds or peanuts
  • No tobacco products of any kind
  • No litter
  • No bikes
  • No metal
  • No chairs
  • No animals

Damage and Liability

Groups, organizations, or persons using school facilities or grounds shall be liable for any property damage caused by the activity. The district may charge the amount necessary to repair the damages and may deny the group further use of school facilities or grounds.
Any group or organization using school facilities or grounds shall be liable for any injuries resulting from its negligence during the use of district facilities or grounds. The group shall bear the cost of insuring against this risk and defending itself against claims arising from this risk.
Groups or organizations shall provide the district with evidence of insurance against claims arising out of the group's own negligence when using school facilities. As permitted, the Superintendent or designee may require a hold harmless agreement and indemnification when warranted by the type of activity or the specific facilities being used.
 

HOLD HARMLESS & INDEMNIFICATION AGREEMENT

The undersigned agrees to defend, indemnify and hold harmless the District, Its Board of
Trustees, Agents and Employees, Individually and collectively, from and against all costs, losses, claims, actions and judgments arising from personal injuries, property damage or otherwise, however cause, that may arise from or alleged to be caused by the undersigned’s use or occupancy of district facilities, furniture or equipment.  The undersigned further agrees to provide a certificate of insurance for liability coverages satisfactory to the district.

Civic Use Center Guidelines

Subject to district policies and regulations, school facilities and grounds shall be available to citizens and community groups as a civic center for the following purposes: (Education Code 3228238131)
  • Public, literary, scientific, recreational, educational or public agency meetings.
  • The discussion of matters of general or public interest.
  • The conduct of religious services for temporary periods, on a one-time or renewable basis, by any church or religious organization.
  • Child care programs to provide supervision and activities for children of preschool and elementary school age.
  • The administration of examinations for the selection of personnel or the instruction of precinct board members by public agencies.
  • Supervised recreational activities including, but not limited to, sports league activities that are arranged for and supervised by entities, including religious organizations or churches, and in which youths may participate regardless of religious belief or denomination.
  • A community youth center.
  • Mass care and welfare shelters during disasters or other emergencies affecting the public health and welfare.
  • Other purposes deemed appropriate by the Board of Education.
